002: Writers, I have some questions

Hi guys, just going straight to business here, I need some help with my character profiling for my books.
I have a lot of stories, and sometimes it all gets mixed up in my head. So I need to make some information sheets to make sure I don't get my own characters, well, out of character as I write. I believe this is part of the reason I'm a sluggish writer, as I get annoyed when suddenly I have a character act different by accident and don't notice until a read through.
So I need some basic resources to help me out:
A Character template, to give me a hand keeping information about the characters organised.
Tips on arranging plot points, obviously I have the plot I need, but I can never decide what order it should go in. If anyone can give me some tips to help, that'd be sweet.
Tips on balancing worldbuilding with storytelling, as I know there's not an actual -guide- to this, but I was wondering how you boost worldbuilding when it's needed, or cut it when it isn't. How do other writers do it? I can never seem to balance it right.
Anything else you may think would come in handy, as there's probably -something- out there I never knew to try!
I have but one tip I picked up to share: How to conqer Blank Page Syndrome (ie: the writer's block when starting on a new page). I can't give advice with starting the story, but when in mid story, never leave the start of the next page empty. Or it will look like a big white wall. Simple tip, but worked on a previous writing exercise for me

Any good tips anyone can help me with I'll throw together into one journal either here or on Tumblr, and I'll share them onwards with thanks to those who can give me a hand.
I write fantasy, mostly, but any resources for any genre of writing can usually be tweaked so feel free to share what you can ^_^
